For Windows 98, you should see a directory on the restore disc (or one of the discs) called WIN98. Put in a Windows 98 Startup Disk so you can bypass the restore CD (make sure that you have your floppy set up to be able to boot in your BIOS). Put in the Startup Disk, if all goes well it should boot to a DOS prompt. From there your screen should look like this:

Step 1:

Type in "D:" (If your CD-ROM drive is not D:, subsitute it with the appropriate letter.

Step 2:
Type in "cd \win98"

Step 3:
Type in "setup" or "install", whichever one works.

I would recommend a fresh install of XP, just pop in the CD and your PC should boot to the setup.

Note that you will have to reinstall all your programs if you do this. Be sure not to reformat your drive, you will lose all your data. If there is no data that you really need, then it is a good idea to reformat.

In the event your PC will not boot from the floppy and just boots from the CD, shut down your machine, then quickly turn it on, take out the CD, and put in the floppy.

I would really not recommend Windows 98. Microsoft will stop supporting it as of January 16th. Not a good idea to run an unsupported operating system. Also, XP sucks, but it is much more stable than 98. Just do a clean install of XP and you should be fine.
